That means sv_allow_voice_from_file is on 0 and/or sv_use_steam_voice is on 1 on the server you're on. Either one of those, those are what preventing you from playing a sound through HLDJ.

If you only want certain parts of the clip, you'll need to use Audacity (http://audacity.sourceforge.net/) to clip some sounds out of the whole clip.
